Anyone can setup a petition here asking the Government to debate your topic in Parliament. At 10,000 signatures you will get a response and at 100,000 signatures you are almost guaranteed to get a debate about it in Parliament.
Lets focus on Birmingham with a (2014) population of 1.101 Million
The Bham council petition guidelines indicate a figure of 20,000 will trigger a debate at a full City Council meeting. So if just 1.81% of the population of Birmingham signed a council petition it would trigger a debate, at 9.08% it would get a Government debate in Parliament.
Now let’s use the wards of Bournville, Kings Norton, Northfield, Selly Oak,
Weoley. If 16.3% of the population of these wards signed a local council petition it would trigger a debate in the city council.
